COMMONWEALTH COAST CONFERENCE
CONSTITUTION

(Revised 9/1/2006)

ARTICLE I NAME, PHILOSOPHY

Section 1. This organization shall be known as the COMMONWEALTH COAST CONFERENCE, hereinafter referred to as "CCC."

Section II. The conference shall aspire to provide each student athlete with a total experience in their pursuit of excellence, through quality competition, high academic standards and a meaningful student life.

ARTICLE II MEMBERSHIP

Section 1. Maximum number of member institution shall be determined by a vote of the conference members

Section 2. The Chief Executive Officer of each member institution shall appoint a designee (normally the Director of Athletics) as its institutional representative and have the responsibility to maintain communication with that designee on a regular basis to discuss conference issues that will impact that institution..

Section 3. Conference members shall be NCAA Division III members and will adhere to all NCAA rules for Division III.

Section 4. Institutions seeking membership in the Conference must apply in writing to the Commissioner and provide all information required by the conference. Acceptance will be based on an affirmative vote, by at least 2/3rds of the designated representatives of the member institutions; at which time, the college (applicant) shall be granted "associate membership" in the conference.

An "associate member" is a college in its first year in the conference. The " associate member" shall have voice and vote at meetings, but will be ineligible for participation in Conference memberships except for those designated as "invitational" until "full" membership status has been gained. Full membership status will be granted in the second year of membership.

Section 5. Any member may withdraw from the conference by filing a written withdrawal notice with the Commissioner, at least one year prior to the effective date of the withdrawal. In the event a member institution drops its athletics program, this one-year withdrawal notice will be waived.

ARTICLE III DUES

Section 1. Dues shall be determined per annum at the last regular Spring meeting of the conference.

Section 2. Annual dues shall be paid by September 30th of the academic year in which a Conference member expects to have full membership privileges.

Section3. A new member college shall pay an acceptance fee of $500.00 upon their election to the conference followed by an "associate" membership fee of $1000.00. The second year of membership they would pay full dues. All fees are determined by the active membership.

ARTICLE IV OFFICERS

Section 1. Conference officers shall consist of a Commissioner, an Asst. Commissioner, a Secretary, and a Treasurer.

Section 2. The designated representative of each institution shall select the Commissioner. The Assistant Commissioner will be elected from among the Directors of Athletics of each member institution.

Section3. The Secretary and the Treasurer shall be appointed by the Commissioner and subject to approval of the conference members.

Section 4. Terms of office shall be for two years and will be open to succession.

Section 5. New officers will be elected at the last Spring meeting and shall preside over the next scheduled or special meeting.


ARTICLE V MEETINGS

Section 1. To transact the business of the Conference, at least two regular meetings shall be held during the school year. One in the Fall and one in the Spring with each meeting being up to two days in length.

Section 2. The Commissioner as needed may convene other meetings.


ARTICLE VI ADMINISTRATION

Section .1 A quorum shall consist of at least two thirds of the Conference members.

Section 2. Each member institution shall have one vote by the designated representative appointed by the Chief Executive Officer of that institution. The Commissioner shall have a "voice" but no vote.

Section 3. Changes in the Constitution shall require a two-thirds vote of the membership after the membership has been notified of a proposed change and said change has been tabled for at least one meeting and not longer than one year.

Section 4. It is the role of the Chief Executive Officer of every member institution to ensure that NCAA and CCC rules are adhered to: but beyond that to ensure that member institutions operate with the best interests of the student athletes in mind: this includes issues regarding but limited to sportsmanship, gender equity, and the overall welfare of the student athlete.


ARTICLE VII ELIGIBILITY

Section 1. All Conference members will adhere to all NCAA rules as they relate to Division III members.


ARTICLE VIII VIOLATIONS

Section1. Whereas the member institutions of the Conference have agreed to abide by the rules and regulations established by the Conference as well as the rules and regulations included in the NCAA Constitution and Bylaws as they refer to Division III, be it resolved that:
A. The members of the conference report to the Commissioner of the Conference their knowledge of any violation or allegations of violations involving their own or other member institutions.
B. The Commissioner of the Conference shall promptly convey, in writing, the detailed report of the violation, or alleged violation, to the Directors of Athletics and the Chief Executive Officers of all member institutions.
C. The Commissioner of the Conference shall call special sessions of the designated representatives, as soon as possible, to arrange for the investigation of the violation, or the alleged violation, and determine the action to be taken by the conference.
D. The member institutions may be present at the special sessions and participate in the deliberations of the Conference members: however, they must absent themselves from the vote on the conference action.
E. The decision of the Conference on issues concerning violations by a member institution must be by a unanimous vote of all members present.
F. The Commissioner of the Conference must promptly report, in writing, the decision of the Conference to the Athletic Directors and the Chief Executive Officers of all member institutions.

Section 2. In the case of NCAA violations, the Commissioner of the Conference will notify the appropriate offices of the NCAA of the violation.

Section 3. If a member institution violates the Conference or NCAA Division III rules or regulations, the conference has the following options:
A. Issue a letter of reprimand to the Coach and the Director of Athletics with a copy to the Chief Executive Officer of the institution guilty of the violation.
B. Declare forfeitures of games won, victories achieved, or awards earned in Conference competition by athletes in the athletic program of the member institutions guilty of the violation.
C. Place on probation, for a specified period of time, the institution guilty of the violation as well as including ineligibility for Conference titles and awards.
D. If a conference member is guilty of repeated or flagrant violations, the Conference may expel the institution from the conference with forfeiture of all Conference dues.


ARTICLE IX CONFERENCE CHAMPIONSHIPS

Section 1. Conference championships may be established in any varsity sport in which a majority of the Conference members field teams.

Section 2. Determination of sports in which conference championships will be held must be done by a two-thirds vote of the Conference voting members.

Section 3. All tournaments will be run with a straight bracket system unless specifically noted under that respective sport.

Section 4. For sports with 10 or more competing institutions an 8 team tournament will be run/ for 9 or less a 6 team tournament will be run unless specifically noted under that respective sport.

I. MEMBERSHIP

The active members of the Conference are:

II. DUES

A. The conference dues for institutions with both men's and women's programs in the Conference shall be $2,000.00 per year.
B. The dues for institutions with only one program in the Conference shall be $1,000.00 per year.
C. Institutions selected for Conference membership will pay a $500.00 acceptance fee for the year in which they are selected.
D. The dues for "associate members" shall be $1,000.00 for the year.

III DUTIES OF THE OFFICERS

A. Commissioner
1. Shall preside over all Conference meetings and be responsible for the general supervision of all Conference operations.
2. Shall appoint special committees and such support personnel as may be necessary. Shall appoint standing committee members.
3. Shall prepare and distribute agendas for Conference meetings
4. Shall appoint the Secretary, Treasurer, and Conference Sports Information Director with the approval of the Conference membership.

B. Assistant Commissioner
1. Shall act as the presiding officer in the absence of the Commissioner
2. Shall chair the Tournament Committee.
3. Shall coordinate the preparation of the Conference Championship Handbook and Policy Manual

C. Secretary
1. Shall keep a permanent record of the minutes of all Conference meetings
2. Shall provide members with copies of the Constitution and Bylaws, minutes, and other reports as needed.
3. Shall collect proposed changes in the Constitution and Bylaws and present them for action at the last Spring Meeting of the conference .

D. Treasurer
1. Shall receive and care for the monies of the Conference, expending it in accordance with the will of the Conference members.
2. Shall prepare an annual budget for conference approval
3. Shall coordinate the purchasing and dispensing


III. OTHER CONFERENCE POSITIONS

A. Sports Information Director(s)
1. Shall be appointed by the Commissioner with the approval of the Conference membership for a period of two years with the possibility of succession.
2. Shall coordinate the gathering of all statistics to promote league standings and championship play.
3. Shall perform other publicity tasks as determined by the Conference membership
4. Shall receive compensation for performing the duties associated with the
position, the amount of compensation to be determined by a vote of the membership.
5. Shall make every attempt to attend pre-season coaches meeting of sports they are responsible for.

B. Sport Chairpersons
1. Each sport shall have a Sport Chairperson and a committee of coaches to make recommendations about the conduct of in and post season competition that sport
2. Each Sport Chairperson shall convene a meeting of the coaches in that sport at least once per year.
3. The Sport Chairs are responsible for submitting the minutes of the Sports committee meetings to the Conference membership in a timely fashion with recommendation for action.

C. Other positions
1. The Conference Commissioner may appoint such individuals as may be needed to perform various Conference functions: the position to be appointed, the length of term and possible appointees must be approved by the membership.


IV. STANDING COMMITTEES

A. Tournament Committee
1. Shall be chaired by the Assistant Commissioner
2. Shall meet periodically to review the operation and structure of the championships sponsored by the conference.
3. Shall present to the membership proposed changes in format and policy for Conference events.
4. Shall prepare annual updates to the Conference Championship Handbook and Policy Manual
5. Shall present the Conference competitive schedules at the winter meeting of the Conference to take effect one and half years after their acceptance

B. Sport Committees
1. Shall be made up of all coaches in each sport in which a Conference Championship is held
2. Shall meet at least once each academic year with the Sports Chair in that sport.

C. Student Athletic Advisory Committee (SAAC)
1. Shall be made up of 2 member college students athletes competing in a sport in which the conference sponsors a championship.
2. Should be a male and female from each institution(unless uni sex college)

D. Athletic Trainers Committee
1. Shall be comprised of one certified athletic trainer employed or contracted by each member institution and whose primary responsibility is to provide athletic training services for intercollegiate athletics. The voting member of this committee must be appointed the CEO of that institution. Meetings are open to all certified trainers. One vote per school.
2. Shall meet at least annually
3. Shall be responsible for providing recommendations to the conference member institutions regarding issues of athletic training services, preparedness, emergency policies, and such other issues as brought forward by committee members, administrators, or student athletes from member institutions.
4. Shall be chaired by a certified athletic trainer from a member institution who is elected by that committee to serve a two year term.
5. The Chair shall schedule the meeting(and others as directed by the members) in coordination with a host athletic trainer and institution, create an agenda, and convene the meeting
6. The Chair shall work in conjunction with their Athletic Director to present issues and recommendations to the conference by attending conference meetings. The Chairs role is to provide information and liaison back to the committee

E.. Other Standing Committees
1. Additional standing or Ad-Hoc Committees may be appointed by the Commissioner or upon the recommendation of the conference membership

V. APPEALS

A. Any action relative to any regulation of the Conference or subdivision there of may be appealed to the Conference Commissioner verbally and then followed-up in writing for a decision.
B. The Conference Commissioner may present the appeal to the Conference members for a ruling.

VI. AMMENDMENTS TO THE BYLAWS

A. Proposed amendments to the Bylaws must be submitted to the Commissioner for inclusion on the agenda of the next meeting. A copy of the suggested change must accompany the agenda.
B. The Amendment must be voted at the same meeting at which it is presented. A two thirds vote of the members present and voting is required for the amendment to pass.

VII. PARLIAMENTARY PROCEDURES

The rules contained in the current edition of the Robert's Rules of Order Newly revised shall govern the Conference in all cases to which they are not inconsistent with these bylaws and any special rules of order which the Conference may adopt.

Commonwealth Coast Conference
Institution, Coach, & Student Athlete Code of Ethics

The CCC provides experiences and opportunities for student athletes to develop socially acceptable and personally fulfilling values and characteristics. Through its competition the CCC hopes to provide practice opportunities in making value judgments and developing social relationships, which will help to determine desirable behavior and personal qualities. Integration of athletics, academics, and accomplishment will provide each of our institutions and its athletic participants a rewarding experience.

Specifically, each institution and participant, within the rules and regulations of the NCAA, ECAC, and the CCC will:
-Recognize the uniqueness and worth of each individual and help them to build confidence, exhibit cooperation, and make a contribution to themselves and others around them.
-Have pride in being a good example in appearance, conduct, language, and sportsmanship.
-Emphasize the proper ideals of sportsmanship, ethical conduct and fair play.
-Demonstrate and instill a respect for and courtesy toward opposing teams, players, coaches, fans, and officials.
-Exhibit and develop in its program an ability to accept defeat or victory gracefully
without undue emotion.
-Play each contest within the spirit of the game and the letter of the rules.
-Work towards eliminating all possibilities which tend to destroy the best values of the game.

Determination of any violation will be handled as follows:
-Every attempt should be made to handle violations between participating institutions. If a resolution cannot be found then we would proceed as follows:
-The Director of Athletics (or appropriate representative) of a member institution shall make the complaint about any alleged violation of this code to the Commissioner within 3 days of its occurrence
-The Commissioner will make a decision within 3 days of receiving the complaint.
The Commissioner may impose but not be limited to the following
-Written reprimand to be kept on file in the conference office and forwarded to those involved.
-Place guilty parties on probation for a period of time where offenders may continue to participate, but if another infraction occurs, they may face more severe penalties.
NCAA actions or automatic penalties may supersede -Decisions of the Commissioner.
-Appeal of the Commissioners decision must be submitted within 3 working days of the receipt of notice of sanctions to the Commissioner
For all other violations we will follow BYLAW Article VIII. Violations Section 1, 2 & 3.

-It will be the Director of Athletics of affected party responsibility to see that sanctions are carried out.

Promotion of this code shall be done through reading the following on the public address system if available and/ or placing in writing in the game program:

The Commonwealth Coast Conference and (host institution) encourages and promotes good sportsmanship by student athletes, coaches, and spectators. We encourage your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed at any of the above parties will not be tolerated and are ground for removal from the site of competition without refund.


OUTLINE OF SPECIFIC DUTIES

SPORTS COMMITTEE CHAIR
Each Sports Committee Chair shall be a conference Athletic Director and a member of the Executive Committee of the conference. Each Sports Committee Chair must be committed to support and direct their sport throughout the length of its season. Specific responsibilities will include:
1) Schedule and conduct meetings for coaches for the purpose of all-conference selections, seeding, general discussion, etc. The meeting is mandatory and the pre tournament meeting is at the discretion of the sports chair in that particular sport.may be pre-as well as post-season in that particular sport.
2) Present the suggestions/concerns of the coaches to the Executive Committee and make recommendations based on their feedback.
3) Mediate all issues in the sport and report to commissioner as needed. All mailings and information to institutions should be sent to commissioner as well.
4) Coordinate the assignment of officials throughout the entire tournament.
5) Attend championship game and present awards immediately following.(Other arrangements may be made if that Athletic Directors Institution is involved in a championship at another site).
6) Collect necessary information and provide pertinent tournament information to participating schools, i.e. final league standings, seeding, format, etc.
7) Send tournament results to all member institutions.

CONFERENCE PUBLICIST
The conference shall assign people to serve as publicity directors for each of the seasons conference sports. These appointees shall serve as the official publicist for the conference during their season of duty. The duties are as follows:
1. Gather weekly standings, statistics, and nominations from member institutions each Monday (by 10:00 a.m.) to compile weekly reports.
2. Compile and distribute the weekly reports to member institutions, area media (as defined on the conference media list), and the conference commissioner.
3. Notify Athletic Directors and the Conference Commissioner of member institutions not complying with reporting guidelines.
4. Report statistical leaders to the NCAA, in compliance with their guidelines.
5. Prior to conference tournaments, submit tournament seeding (obtained from Sports Chairs) and schedule to member institutions, media, and the Commissioner.
6. After each round of play, send tournament results and updated schedules to member institutions, media, Sports Chair, and Commissioner.
7. Provide administrative support at conference championships, if applicable.
8. Coordinate or assist in post-season awards and all-conference selections, if applicable.
9. Release all-conference teams and major award winners to member institutions for local distribution.
10. Should attend pre season coaches meeting to explain sports information requirements from each institution
11. Use conference software where applicable.
12. Payment of $600.00 per sport.

WEB MANAGER

1. Responsible for complete web site management
2. Coordinates all input of information to the web site
3. Posts all weekly reports, tournament results and other necessary information
4. Keeps web site up to date with conference information
5. Payment annually of $3000.00


HOST INSTITUTION

The Director of Athletics at the host institution will serve as the Tournament Director. Specific responsibilities will include:
1) Coordinate with Sports Committee Chair the guidelines for budget, conduct of
2) Championships, awards, etc..
3) Coordinate all necessary site arrangements to conduct championship.
4) Ensure that all facilities and appropriate game personnel are prepared.
5) Coordinate sports information duties with host SID AND Conference SID.
6) Ensure that athletic training services and a certified athletic trainer is present for the entire tournament.
7) Provide adequate locker room and game facilities for teams and officials during the event.
8) Handle any on site problems/concerns during the event.
9) Communicate any policy or procedural concerns with the Sports Committee Chair.
10) Submit financial report and comments regarding the event to the Commissioner within four weeks after the event.
11) Coordinate distribution of post-championship awards following the event. Make award presentations in the absence of the Commissioner and/or Sports Chair.
12) Provide access to fax and telephone to conference members during and following the event.
13) Make sure all NCAA protocal is followed.

TOURNAMENT SPORTS INFORMATION
The host institution’s sports information director (or designee by the Tournament Director) will coordinate all tournament publicity.
1) Request and coordinate all team and tournament information to be included in the tournament program.
2) Prepare the tournament program and distribute as appropriate.
3) Coordinate accuracy and distribution of all stats.
4) Communicate all game results to conference SID, Sports Chair and Commissioner immediately following each round of play.

REGULAR SEASON SPORTS INFORMATION
All sport information reporting must be completed to the respective season sports information by 10:00am on Monday morning of each reporting Monday. Failure to report all information by 10:00am will result in the following:
First Offense: written notification of non-compliance from Sports Information Director to Director of Athletics at institution involved with a copy to Commissioner
Second Offense: $25.00 fine payable to the Conference
Third and subsequent offenses-$50.00 fine payable to Conference
For clarification purposes it was made clear that this was for the year and not per sports season.
The home teams should make every effort to assist traveling team in getting results to appropriate news sources including faxes, box scores etc.
All members must use conference software where applicable.

ACADEMIC ALL-CONFERENCE TEAM
Commonwealth Coast Conference will select an Academic All-Conference Team. The Academic All-Conference Team consists of any starter or significant reserve who has attained at least sophomore status and has maintained an overall GPA on a 4.0 scale of 3.5 or better. Only members of sports teams in which the conference sponsers a championship are eligible for this team.
Student Athletes named to the Academic All-Conference Team will receive a certificate from the conference. Each member school will determine their qualified student athletes and submit the names to the conference commissioner.

CONFERENCE POLICY ON OFFICIALS:

If game officials are late or do not show up at the designated location, the following will occur:
a) If only 1 official shows up and both coaches agree, the game will be delayed for up to 30 minutes, and then will start with only 1 official.
b) If the coaches do not agree to play with only 1 official, after waiting for 30
minutes, the visiting team decision takes precedence.
c) If no officials show up, the teams will wait for 30 minutes, and if still no
officials, the game will be postponed.
d) The host administrator must call the assignor to determine the status of the
missing official(s) and to explore the possibility of obtaining other college-
rated official(s) to do the game.

PAYMENT OF OFFICIALS
The conference will pay for the officials for all Championship games. It is the responsibility of the host institution to pay officials costs for all play-ins, quarter-finals and semi-final games.

GAG RULE

Gag rule regarding league scouting will be instituted effective September 2000. Information/tapes/ scouting reports on a conference member will not be given out to any team outside the conference in any sport except as indicated by NCAA policy.

TOURNAMENT CANCELLATION POLICY
Every attempt will be made to play out all conference tournaments until a champion is decided. If any CCC tournament is not completed, the conference representative to the post season tournament will be the highest remaining seed at the time the tournament is called by the conference Commissioner or his/her representative. In the sports of baseball and softball, where we have double elimination, it a tournament cannot be completed, up until one team becomes 2-0. The highest seeded team that has not been eliminated will advance to the post season.

MAKE UP POLICY

If games are postponed the following policy should apply:
a) use next available date, then rain date or mutually agreeable date
b) if play is interrupted due to weather, darkness, etc. results in a no game or stands as official game by sports standard/rules
c) team deciding not to travel accepts a forfeit for conference standings(seeding)/unless it is agreed upon by both coaches not to play in which both are credited with a loss, again for conference standings(seeding purposes only)
d) a game that cannot be played for tournament standings would then move to a tie breaker procedure

COACHES MEETINGS
All preseason coaches meetings are mandatory/post season, pre-tournament meeting will be held at the discretion of the Sports Chair.

HOST CHANGE POLICY
When a site change occurs: host institution will cover the cost of officials/ visitors will cover their own transportation. When a neutral site is used the “home institution” covers the cost of officials. The home and away designation does not change from what is on the schedule.

MEN'S & WOMEN'S CROSS COUNTRY
COMMITTEE CHAIR:
LARRY HISER, ENDICOTT COLLEGE

Each institution that fields a varsity team is eligible to compete in the conference meet. The women’s event is an official C.C.C. Championship with 10 colleges fielding teams. The men’s event is an official C.C.C.Championship with 7 colleges fielding teams. There is no requirement for regular season scheduling.

CONFERENCE MEET
I. DATE - SITE - TIME
Date: The cross-country meet will be held the Saturday 2 weeks prior to regionals.
Site: The site will rotate among the schools with an on-campus course or access to a course regularly used for collegiate competition.
Time: Women’s Race: start time 45-60 minutes before or after men’s start.
Men’s Race: start time 45-60 minutes before or after women’s start.

II. FORMAT
Course Length: Women’s Race: 6K
                       Men’s Race: 8K
Scoring: Follow the team scoring rules outlined in the current NCAA Track & Field/Cross Country manual. (NCAA tie breaking procedures are in effect)
Officials(s): A certified official shall be appointed to oversee the cross country meet

III. AWARDS

The Conference will supply awards for both the women and men’s events as follows:
1. Meet Champion (team and individual awards)
2. Meet runner-up (team award)
3. All-conference First Team (top 10 individual finishers)
4. MVP - top finisher (plaque)
5. Coach of the Year (plaque)
6. Senior Scholar Athlete (plaque)
7. Rookie of the Year (1st year runner)

IV. SELECTION PROCESS
All-Conference awards will be presented to the top seven- (10) individual finishers in each race. The top finisher in each race will receive an individual award as MVP. The Coach of the Year, Senior Scholar Athlete, and Rookie of the year awards will be determined after nominations are received and a vote conducted following the Championship.

V. PRESENTATION OF AWARDS

Championship, runner-up and individual awards will be presented immediately following the Championship. Coach of the Year, Senior Scholar Athlete, MVP, and Rookie of the year presentations will be the responsibility of the institution involved.

VI. MISCELLANEOUS
1. NCAA rules will be followed for the Championships.
2. The host institution is responsible for sending the request for roster information (with appropriate deadline), a copy of the course map and information on when the course may be viewed by conference teams..
3. The Conference will provide a race official for the events.

VII MAKE UP POLICY
If games are postponed the following policy should apply:
a) use next available date, then rain date or mutually agreeable date
b) if play is interrupted due to weather, darkness, etc. results in a no game or stands as official game by sports standard/rules
c) team deciding not to travel accepts a forfeit for conference standings(seeding)/unless it is agreed upon by both coaches not to play in which both are credited with a loss, again for conference standings(seeding purposes only)
d) a game that cannot be played for tournament standings would then move to a tie breaker procedure


GOLF

SPORT CHAIR: LARRY HISER, ENDICOTT COLLEGE


I. Conference Golf Tournament
Each participating institution may send a 5 member team to compete in a conference tournament. The date and time will be determined based on course availability.
There will be a $100.00 entry fee per team to cover the cost of the golf. The awards will consist of a team plaque for the lowest scoring team and a medallist plaque for the lowest scoring individual, and t-shirts for the wining team.
The match will consist of 18 holes, medal play.
Conference teams may enter for the experience without scoring in individual or team events
.
II. TIE BREAKING PROCEDUE

All ties will be broken by comparing score card starting with the # 1 handicap hole and proceed until tie is broken.


III. MISCELLANEOUS

If games are postponed the following policy should apply:
a) use next available date, then rain date or mutually agreeable date

SOCCER

The in-season scheduling format includes a single round robin game against all other Conference teams. The Conference Champion is determined annually by a post-season tournament. NCAA rules will be followed for the regular season and tournament. All regular season games must be completed by the Sunday of the tournament seeding with contest being played that day to start no later than 3:00 pm.

CONFERENCE TOURNAMENT

I. DATES - TIMES

The Conference soccer tournaments will be held during the week/weekend prior to the NCAA Soccer Tournament. If necessary Men and Women's tournament dates will be held on alternating days to accommodate common game fields. The top eight teams, based on regular season league play, will advance to the tournament. The tournament will be played as a straight bracket tournament.

*In the event that an institution is hosting both the men's and women's championships, game times will be at 10:00am and 1:00pm respectively with men and women alternating start times.
**All times will remain, unless both teams agree and the host institution has lights.


II. SITES - FORMAT

Games will be played at the site of the higher seeded teams. The tournament will run with a straight bracket system. In case of inclement weather Sunday will be used as a rain date for the championship games. If games cannot be played on Sunday they will be played on Monday. If the conference tournament is not completed, the highest remaining seed in the tournament will advance. Every attempt will be made to play complete the tournament until the NCAA requires our qualifier to their tournament.

III. SEEDING

Seeding for the Tournament will be determined by a point system of awarding each team 3 points for a win, 0 for a loss, and 1 point for a tie from regular season play. Any seeding ties will be determined by the Conference tie-breaking procedures. If all league games are not played the Commissioner and the two Sport Chairs of men and women's soccer will determine the seeding.

IV. TIE-BREAKING PROCEDURE

The following procedures will be used to break ties at the end of the regular season. They will be applied in designated order:
1) Head to head competition
2) Head to head competition - top to bottom (how each team did against 1st place,
2nd place, 3rd place, etc.)
3) Fewest goals allowed vs. Conference common opponents (total number)
4) Results versus non-Conference common opponents
5) Overall record versus all teams with a .500 or better record.
6) Coin toss (in a three way tie using flip, "the odd toss is out leaving a head to head review of tie breaker")

V. OFFICIALS

1) The 3-man-official system in all CCC games (regular season and
Tournament).
2) The soccer committee chairperson will coordinate the assignment of officials for the entire tournament.
3) Officials for the regular season and tournament will be assigned by ECAC
4) Officials' fees for all quarterfinal and semifinal games will be paid for by the
host institution
5) Officials' fees for the championship game will be paid for by the Conference

VI AWARDS
The Conference will supply awards for the following:
1) Tournament Champion (team and individual awards)
2) Tournament Runner-up (team award)
3) 1st and 2nd Team All-Conference as well as honorable mention (certificates)
4) Each team will consist of 3 forwards, 3 midfielders, 3 backs, goalkeeper, and 1 alternate at large player.
5) Player of the Year (plaque)
6) Rookie of the Year (plaque).
7) Senior Scholar Athlete of the Year (plaque)
8) Coach of the Year (plaque)
9) Team Sportmanship Award may be given if there is a deserving team in the opinon of the voters

VII. SELECTION PROCESS

a. All-Conference Teams - coaches submit nominations, by position, to the Sports Chairperson based on player's performance throughout the regular season (mailing format). Coaches will vote at their pre tournament meeting. They are not allowed to vote for their own players. Top point totals for each position will be named.
b. Major individual awards (#'s 4-7 above) - nomination forms will be sent to each head coach to nominate players and provide stats. The sports chairperson at the pre- tournament meeting of the coaches will conduct voting.

VIII. PRESENTATION OF AWARDS:
Championship, runner-up, and individual team awards (t-shirts) will be presented immediately following the Championship game. The presentation of all other Conference awards will be the responsibility of the respective institutions.

IX. MISCELLANEOUS
1) NCAA tournament rules including overtime, sudden death, etc. will be used throughout the Tournament.
2) The official Tournament BALL used during the season is at the discretion of
the host institution with visiting teams being notified by the host prior to games. Almost all institutions use NCAA Brine Ball.
3) The highest seed for each game is the HOME team and will wear HOME
uniforms.
4.) Information on internal Conference opponents will not be given out to external Conference opponents.
5) Sports chair shall conduct a pre championship meeting at the championship site with coaches and other necessary personnel before the start of the game to clarify procedures
6.) Other policies relative to championship and regulation play can be found under outline of specific duties beginning on page 8
7.) Regular season and CCC tournament soccer game overtimes policies

Regular season
For regular season games(including tournaments conducted during the regularseason), a maximum of two sudden victory overtime periods of 15 minutes eachshall be played. A coin toss called by the visiting team will determine choice of ends of the field or the kickoff before the first sudden victory overtime period. Teams shall change ends of the field to start the secondsudden victory overtime period. If the score is still tied at the end of the second sudden victory overtime period, the game shall be declared a draw.

Post season
For postseason games, which include conference tournaments, play ins and NCAAtournament games, that are followed the next day by another game, two sudden victory overtime periods of 15 minutes each shall be played. If the scorestill is tied, the game shall be recorded as a draw and the tie breaker procedure of taking kicks from the penalty kick line or spot, ....

For postseason games which include conference tournaments, play ins, and NCAAtournament games, that are not followed by a game the next day (for eithe rteam), four sudden victory overtime periods of 15 minutes each shall be played. If the score is still tied after the four sudden victory overtime periods, the game shall be recorded as a draw and the penalty kick tiebreaker set forth in rule 7-1-b shall be used where advancement must bedetermined or a champion declared.

X. MAKE UP POLICY

The in-season scheduling format includes a dual match format against all other conference teams. The Conference Champion is determined annually by an end of season tournament. The regular season as well as the tournament will follow ITA rules.All regular season matches must be completed by the Sunday of the tournament seeding with contest being played that day to start no later than 3:00pm

CONFERENCE TOURNAMENT

The top eight teams for women and the top six teams for men, based on regular season league play, will advance to the tournament. The tournament will be played as a straight bracket tournament. The schedule is as follows:

1) Tournament Champion (team and individual awards)
2) Tournament Runner-up (team award)
3) 1st team all conference consisting of 6 singles/3 doubles (with repeats), 2nd team all conference consisting of 6 singles/3 doubles ( with repeats), and an honorable mention all conference consisting of 6 singles/3 doubles ( with repeats). Voting shall occur by coaches submitting nomination then voting without voting for their own players. Top 6 vote getters will be 1st team next 6 2nd team and next 6 honorable mention. For doubles top 3 vote getters are 1st team , next 3 are 2nd team and next 3 are Honorable mention for total of 18
4) Senior Scholar-Athlete Award - awarded to an upper-class man or
Woman that exhibits athletic and academic strengths (plaque)
5) Coach of the Year (plaque)
6) Most Valuable Player
7) Rookie of the Year
8) Team Sportsmanship Award may be given if there is a deserving team in the opinion of the voters

VI. MISCELLANEOUS

1) WARM-UP - Players will be allowed 10-minute warm-up prior to each match.
2) OFFICIAL BALL will be Penn or Wilson balls and be provided by the host
3) NELTA Official shall be assigned to Championship match
4) Sports Chair shall conduct a pre championship meeting at the championship site with coaches and other necessary personnel be fore the start of the game to clarify procedures

VII. LEAGUE PLAY - GUIDELINES
1) Doubles with an 8 game pro-set ad scoring.
If score is 8-8, 12 point tie breaker.
2) Singles format (2 out of 3 sets): ad scoring.
3) Six and three with optional repeats: each match counts one point.
4) Four players from given institution must honor home or away conference contest in season or
match will result in forfeit.

2. Sports Chair shall conduct a pre championship meeting at the championship site with coaches and other necessary personnel be fore the start of the game to clarify procedures
3.
Officials including line judges will be paid for by the conference for the Championship matches
4. Institutions, for regular and tournament play, will provide balls to conference visitors
5. Other policies relative to championship and regulation play can be found under outline of specific duties beginning on page 8
6. Molten volleyball is official CCC ball and must be used for all CCC play.

VIII PRESENTATION OF AWARDS
Championship, runner-up, and individual team awards will be presented immediately following the championship match by the Tournament Sports Chair (or designee in the event the Chair is unable to attend) and the Tournament Director

IX GAME MANAGEMENT
1. Upon arrival of a visiting team, a "Greeter" should be available to show the visiting team to the locker and training rooms. It is the responsibility of the visiting team to notify the home team of their expected time of arrival.
2. An athletic trainer must be available at least an hour prior to the match to assist the visiting team. An earlier time may be requested by the visiting team.
3. The court must be available at least an hour before the start of a match. Nets must be set at the appropriate height and balls must be available for practice an hour before match time.
4. A work crew consisting of a two person work crew, scoreboard operator, two linespersons, two ball "shaggers" and two officials. These people should be on site at least 1/2 hour prior to the start of the match.
5. Warm up protocol must be followed for the match.
6. During the Match an adult event manager must be available to maintain crowd control.
7. Following the Match the home team is responsible for faxing results to the local newspaper of each participating team.
8. Tri-matches start at 11:00 on Saturday. The home team plays matches 1 & 3. The team traveling the farthest plays matches 2 & 3.

IX MAKE UP POLICY
If games are postponed the following policy should apply:
a) use next available date, then rain date or mutually agreeable date
b) if play is interrupted due to weather, darkness, etc. results in a no game or stands as official game by sports standard/rules
c) team deciding not to travel accepts a forfeit for conference standings(seeding)/unless it is agreed upon by both coaches not to play in which both are credited with a loss, again for conference standings(seeding purposes only)
d) a game that cannot be played for tournament standings would then move to a tie breaker procedure


FIELD HOCKEY

The in-season-scheduling format includes a single round robin game against all other Conference teams scheduling is secured individually with all other institutions that play field hockey. The Conference Champion is determined annually by an end of season tournament. The tournament will be run as a straight bracket tournament of the top 6 teams as determined by their conference regular season records. All regular season games must be completed by the Sunday of the tournament seeding with contest being played that day to start no later than 3:00pm

CONFERENCE TOURNAMENT

I. DATES - TIMES
The Conference tournament will be held during the week prior to the ECAC Tournament. The schedule is as follows (the top 6 teams will play on three dates):

II. SITES - FORMAT

Games will be played at the site of the higher seeded teams. The tournament will run with a straight bracket system. In case of inclement weather Sunday will be used as a rain date for the championship game. If game cannot be played on Sunday they will be played on Monday. Every attempt will be made to play complete the tournament until the NCAA requires our qualifier to their tournament. If the conference tournament is not completed, the highest remaining seed in the tournament will advance.

III. SEEDING

The win/loss record from regular season play will determine seeding for the Tournament. An y ties will be determined by the Conference tie-breaking procedures.

IV. TIE-BREAKING PROCEDURE

The following procedures will be used to break ties at the end of the regular season. They will be applied in designated order:
1) Head to head competition
2) Head to head competition - top to bottom (how each team did against 1st place,
    2nd place, 3rd place, etc.)
3) Fewest goals allowed vs. Conference common opponents (total number)
4) Results versus non-Conference common opponents
5) Overall record versus all teams with a .500 or better record
6) Coin toss ( in a three way tie using flip, "the odd toss is out leaving a head to head review of tie breaker

V. OFFICIALS
1) The field hockey committee chairperson will coordinate the assignment of officials for the entire tournament.
2) Officials will be assigned by NEFHUA
3) Officials' fees for the quarterfinal and semifinal games will be paid for by the hosting institutions. Championship game fees will be covered by the Conference.

VI. AWARDS

The Conference will supply awards for the following:
1) Tournament Champion (team and individual awards)
2) Tournament Runner-up (team award)
3) 1st and 2nd Team All-Conference as well as honorable mention (certificates)
    Each team will consist of 3 forwards, 3 midfielders, 3 backs, goalkeeper, and 1 alternate at large
4) Player of the Year (plaque)
5) Rookie of the Year (plaque)
6) Senior Scholar Athlete of the Year (plaque)
7) Coach of the Year (plaque)
8) Team Sportsmanship Award may be given if there is a deserving team in the opinion of the voters

VII. SELECTION PROCESS

a. All-Conference Teams - coaches submit nominations to the Sports Chairperson based on player's performance throughout the regular season (mailing format). Coaches will vote at their pre tournament meeting or by mail ballot at the discretion of the Sports Chair. They are not allowed to vote for their own players.
b. Major individual awards (#'s 4-7 above) - nomination forms will be sent to each head coach to nominate players and provide stats. The sports chairperson at the pre- tournament meeting of the coaches will conduct voting.

2) The highest seed for each game is the HOME team and will wear HOME uniform

All other doubleheaders will be played at 6:00 p.m. and 8:00 p.m. with the host determining which team (men or women) will play at what time.

II. SITE, FORMAT, AND SEEDING

Men:
The top four- (4) men’s teams in each division will be eligible for tournament play. The seeds will be based on the Conference standings in each division. During the tournament, the higher seed(s) will host throughout. The tournament is a straight bracket tournament.
Women:

The top four- (4) women’s teams in each division will be eligible for tournament play. However, if the 5th place team in one division has more CCC wins plus a head to head win over the 4th place team in the other division the 5th place team would become the 4th seed in that division and the 8th seed overall. The seeds will be based on the conference standing in each division except when above occurs. During the tournament, the higher seed(s) will host throughout. The tournament is a straight bracket tournament.

In case of inclement weather Sunday will be used as a snow date for the championship games. If games cannot be played on Sunday they will be played on Monday. If the conference tournament is not completed, the highest remaining seed in the tournament will advance. Every attempt will be made to play complete the tournament until the NCAA requires our qualifier to their tournament.

III.

VII. Other Rules and Procedures for Basketball
Regular Season:
1) NCAA rules will be used throughout the regular season.
2) The ball used during the season is at the discretion of the host institution with visiting
teams are notified by the host prior to the games.
3) Each host institution is expected to provide an official scorekeeper, timers and
statistician(s). An official NCAA box score will be prepared by the host institution.
4) Policy on scouting reports:
   a) There shall be no exchange of tapes or information outside the Conference on
CCC teams.
   b) Each team may request (within Conference) any one tape of a CCC opponent
throughout the season.
   c) Requests for DVD must be made in writing (not faxed)
In a timely fashion (at least two weeks prior to the date that the tape is needed). A copy of the request must go to the school's director of athletics as well.
   d) Should the request require any added costs (overnight shipping, etc.), those
costs shall be the responsibility of the institution making the request.
   e) Copied DVD must be made at standard play speed on a high quality DVD and
include sound.
   f) DVD must include all action during the game, including foul shots and out-of-
bounds plays.
   g) A copy of the game box score should be included with all tapes.
   h) All reasonable means should be employed to meet requests. Problems should
be discussed immediately between the involved parties.
   I.) a fine of $25.00 shall be placed on any school each time they do not follow through with tape exchange policy
   J) All videotape exchange issues must be presented in writing to the Sports Chair within ten days.

Tournament Play:
1) NCAA tournament rules will be used throughout the Conference Tournament. NCAA protocol will be used for all tournament games during the tournament.
2) The official ball for the tournament will be at the discretion of the host nstitution with the visiting team being notified by the host prior to the games.
3) The highest seed for each game is the HOME team and will wear HOME uniforms.
4) The Championship Director will be the host institution Director of Athletics.(See Host institution responsibilities)
5) The Host SID will coordinate official Tournament programs. Programs may be sold to cover the cost of production.
6) Game tickets must be sold for each Conference Tournament game. A minimum charge of $4. for adults and $2. for students & children under 12 .
Each host institution may use part of the gate to pay for game crew, e.g. official scorer, timer, not to exceed $150 per game.
7) Official NCAA box scores will be kept by the host institution.
8) Official table crew members, e.g. timers, scorekeepers, must be trained staff and will be provided by the host institution.

Specifically, if a game is stopped because of inclement weather or darkness, it shall remain a completed game with the home team ahead after 4 1/2 innings or with the visiting team ahead after 5 complete innings. A game that has been suspended before becoming a completed game( 4 1/2 -5 innings) will become a suspended game, with play being resumed at exactly the point of being halted with lineups and batting orders exactly the same. The sports chair, in consultation with the Commissioner, may determine changes in the tournament schedule based on weather conditions in the best interest of the tournament.
The official ball is Diamond.

3) Each participating team will be responsible for providing 2 dozen game balls for the Tournament unless game balls are provided by a corporate sponsor.
4) Sports Chair shall conduct a pre championship meeting at the championship site with coaches and other necessary personnel be fore the start of the game to clarify procedures

VIII. PRE-GAME PRACTICE
1) Home team batting practice one and one-half hours prior to game time for 30 minutes (not on game field).
2) Visiting team batting practice one hour prior to game time for 30 minutes (not on game field).
3) Home team infield - 30 minutes prior to game time for 10 minutes
4) Visiting team infield - 20 minutes prior to game time for 10 minutes
5) Ground rules, field, maintenance - 10 minutes prior to game time.
6) Batting practice for either team will not occur during weekday double headers.

The tie breaker rule will be in effect for the regular season as well as the conference tournament beginning in the eight inning. Regular seasongames will begin at 2:30pm during daylight savings and 3:30 after. There will be a maximum of 15 minutes between games before daylight savings time. The Conference Championship is determined annually by a post-season tournament. The Championship will involve the top eight teams with a play-in to reach the 6 team double elimination round. All regular season games must be completed by the Sunday of the tournament seeding with contest being played that day to start no later than 3:00pm

IX. PRE-GAME PRACTICE

1) Home team batting practice one and one-half hours prior to game time for 30 minutes (not on game field).
2) Visiting team-batting practice one hour prior to game time for 30 minutes not on game field).
3) Home team infield - 30 minutes prior to game time for 10 minutes.
4) Visiting team infield - 20 minutes prior to game time for 10 minutes.
5) Ground rules, field, maintenance - 10 minutes prior to game time.

X. MAKE UP POLICY
If games are postponed the following policy should apply:
a) use next available date, then rain date or mutually agreeable date
b) if play is interrupted due to weather, darkness, etc. results in a no game or stands as official game by sports standard/rules
c) team deciding not to travel accepts a forfeit for conference standings(seeding)/unless it is agreed upon by both coaches not to play in which both are credited with a loss, again for conference standings(seeding purposes only)
d) a game that cannot be played for tournament standings would then move to a tie breaker procedure

The in-season-scheduling format includes a single round robin game against all other Conference teams. The Conference champion is determined annually by a post-season tournament. All regular season games must be completed by the Sunday of the tournament seeding with contest being played that day to start no later than 3:00pm

CONFERENCE TOURNAMENT


I. DATES - TIMES

The Conference tournament will be held during the week before the ECAC Tournament. The schedule is as follows (the top 6 teams will play on 3 dates):

Tuesday Quarterfinals
4:00PM(bye #1 & #2)
Thursday Semi-Finals
4:00PM
*Saturday Championship 1:00PM

*In the event that an institution is hosting more than one championship, game times may be altered with approval from the Commissioner.

II. SITES - FORMAT

Games will be played at the site of the higher seeded teams. The tournament will run with a straight bracket system. In case of inclement weather Sunday will be used as a rain date for the championship games. If games cannot be played on Sunday they will be played on Monday. If the conference tournament is not completed, the highest remaining seed in the tournament will advance. Every attempt will be made to play complete the tournament until the NCAA requires our qualifier to their tournament.

III. SEEDING

The win/loss record from the regular season play will determine seeding for the Tournament. Any ties will be determined by the Conference tie-breaking procedures. If all league games are not played the Commissioner and the Sport Chair will determine the seeding.

IV. TIE-BREAKING PROCEDURE:

The following procedures will be used to break ties at the end of the regular season. They will be applied in designated order:
1) Head to head competition
2) Head to head competition- top to bottom (how each team did against 1st place, 2nd place, 3rd place, etc.)
3) Record against outside common opponents
4) Overall record versus all teams with a .500 or better record
5) Coin toss ( in a three way tie using flip, "the odd toss is out leaving a head to head review of tie breaker

V. OFFICIALS

1) The men’s lacrosse committee chairperson will coordinate the assignment
of officials for the entire tournament.
2) Officials will be assigned by the USILA District 1 Assignor for men and the NEWLA for women
3) For 2003, 3 officials will be assigned for the tournament. Regular season may use 2, for 2004 3 officials will be used for regular season tournament.
3) Officials’ fees for the quarterfinals & semi finals will be paid for by the host institution.
4.) Officials’ fees for the championship game will be paid for by the Conference.

VI. AWARDS

The Conference will supply awards for the following:
1) Tournament Champion (team and individual awards)
2) Tournament Runner-up (team award)
3) 1st and 2nd Team All-Conference as well as honorable mention(certificates)
    Each team will consist of 3 attacks, 3 midfielders, 3 defense, goalkeeper, 1 a
dditional position player, & 1 long stick     middie for men

Offensive player of the Year
5) Defensive player of the year
6)Rookie of the Year (plaque)
7) Senior Scholar Athlete of the Year (plaque)
8) Coach of the Year (plaque)
9president)Team Sportsmanship Award may be given if there is a deserving team in the opinion of the voters

VII. SELECTION PROCESS

a. All-Conference Teams - coaches submit nominations, by position, to the Sports Chairperson based on player's performance throughout the regular season (mailing format). Coaches will vote at their pre tournament meeting. They are not allowed to vote for their own players. Top point totals for each position will be named.
b. Major individual awards (#'s 4-7 above) - nomination forms will be sent to each head coach to nominate players and provide stats. The sports chairperson at the pre- tournament meeting of the coaches will conduct voting.

VIII. PRESENTATION OF AWARDS:

Championship, runner-up, and individual team awards (t-shirts) will be presented immediately following the Championship game. The presentation of all other Conference awards will be the responsibility of the respective institutions.

IX. MISCELLANEOUS
1) NCAA tournament rules, including overtime, sudden victory, etc. will be used throughout the Tournament.
2) The highest seed for each game is the HOME team and will wear HOME uniforms
